Siheung Foreigner Counseling: Which Number for Your Language

Which number to call at the Siheung Foreigners’ Welfare Center depends on your language. Each counselor has a direct line, and the days differ. No counselor works on Saturday, and four languages are covered on Sunday.

The center lists these lines on its website, with the hours for each language. This guide puts them in one table. It also covers what the counselors do, how to book an interpreter, and where to call if your language is not listed.

Plan the day before you call. On Monday only the Chinese, Vietnamese and Nepali lines are listed, and the Nepali line closes at 16:00. If you are not sure which line to use, the city lists the center’s main number, 031-434-0411, with option 1 for counseling.

What the counselors can help with

The counseling is for foreign residents and for employers of foreign workers. The center groups it into three kinds of help.

    Counseling at the welfare center
Visit or call · counseling desk 070-4047-3984
Kind of help What it covers
    Employment Permit System
    고용허가제
Changing your workplace, departure guarantee insurance (출국만기보험), and job training for H-2 visa holders
    Interpretation and translation
    통역 · 번역
An interpreter who goes with you, and translation of documents
Problems at work and in daily life Counseling under the Labor Standards Act, such as industrial accidents and calculating annual leave pay

The city describes this counseling as help with daily-life and legal problems in your own language. The center also runs mobile counseling for people who cannot come in, with specialists who come to workplaces.

Gyeonggi Province and Siheung City fund the counseling and interpretation programs, and the center lists its programs as free.

How to book an interpreter to go with you

For an appointment where you need someone beside you, the center runs the Gyeonggi interpretation supporters (경기도 통역 서포터즈). An interpreter goes with you to a public office, a bank or a hospital. The city names medical care, residence matters and unpaid wages among the situations it covers.

    · Cost. Free.
    · How to apply. Call 070-4047-3984, and the center arranges a date with an interpreter.
    · When. At least three days before the day you need the interpreter.
    · Languages. Both the city and the center list Vietnamese, Burmese and Uzbek. Ask about other languages when you call.

Book early for a hospital visit. The center notes that a supporter may not be available on every date, because it depends on the supporters’ schedules.

Where to call if your language is not listed

Five languages cover most foreign residents of Siheung, but not all of them. If your language is not in the table, two national lines and one city board can fill the gap.

    · 1345, the Immigration Contact Center. Twenty languages, Monday to Friday, 09:00 to 22:00. After 18:00 only Korean, English and Chinese remain.
    · 1577-1366, the Danuri Call Center. Fifteen languages, 24 hours. The law sets it up for marriage migrants. How Danuri works.
    · Global Information, Siheung City. The city’s own pages in English, Chinese and Vietnamese, with living information and disaster safety notices. Open Global Information.

For immigration questions in a language the center does not cover, 1345 is the line to try first. Its menu asks you to press your language number and then the star key.

You choose a center in Socinet, not at the door. Socinet asks you to pick a center in the district of your registered address, and a center outside it needs permission from the immigration office. An application is also rejected if you still owe a change-of-address report, so file that first.

How KIIP stages and fees work

Fees verified September 2026 · Enforcement Decree of the Immigration Act, Article 48(5) and Ministry of Justice Notice 2024-434

KIIP has the same stages and the same fee at every center in Korea. Stages 0 to 4 teach Korean language and culture. Stage 5 teaches Korean society.

    KIIP stages and fees
Set by the Ministry of Justice · the same at all eight Siheung centers
    Stage Hours Fee
    Stage 0 15 Free
Stage 1 to stage 4 100 each 100,000 KRW each
    Stage 5 basic 70 70,000 KRW
    Stage 5 advanced 30 30,000 KRW
    Stage 0 to stage 5 415 500,000 KRW

Pay in My Page on Socinet before the test application for your stage closes. A student who has not paid by then cannot sit the test, even with full attendance. Full attendance for a stage, or a teacher’s recommendation for effort, halves that stage’s fee.

A TOPIK grade lets you skip stages. Grade 1 places you at stage 2, and grades 4 to 6 place you at stage 5. The guide below covers the tests and the TOPIK shortcut in full.
