    Free Phone Interpretation in Korea: The Danuri Call Center

    One Korean helpline never closes. Dial 1577-1366 and someone answers at three in the morning, on a Sunday, on a public holiday, in fifteen languages. But whether it is the right number for you depends on who you are, and the law is specific about that.

    The Danuri Call Center (다누리콜센터) was set up under Article 11-2 of the Multicultural Families Support Act. The law says the ministry runs it to provide multilingual counseling and interpretation to marriage immigrants and their families. A marriage immigrant, in Korean law, is a foreign resident who is married to a Korean national — or who has been married to one. A divorce does not remove you from that definition.

    If that describes you, this line does far more than answer questions. If it does not, the last section points you to the number that fits.

    Two laws set the terms between them. One defines who a marriage immigrant is, and the other says the call center exists to serve that group.

    The phrase to notice is in the first row. The statute reads has been married to, or is married to. That wording covers people whose marriage has ended, which matters because leaving a marriage is often the moment a person needs an interpreter most.

    What the center actually does

    The published service list has five parts, and only one of them is what most people picture when they hear the word helpline.

    · Emergency support after violence. An emergency shelter that accepts women with children, referral to protection facilities for victims of domestic violence, sexual violence or prostitution, and connection to medical, legal, prosecution and police services. Follow-up afterwards.
    · Living information. Support programs, Korean language classes, help for children, and guidance on residence, nationality, law, labor and finding work.
    · Interpretation, including three-way calls. Covered in detail below.
    · Family and couple counseling. For conflict inside the family, with emotional support and interpretation provided.
    · Lawyer consultation. Through the Korean Bar Association. Covered below.

    The first item is the reason the law allows this center to be run together with the emergency line for victims of domestic violence. Article 11-2 says so directly.

    How the three-way call works

    This is the part of the service that rarely appears in English, and it is the part that solves a problem money cannot.

    You are at a police station, or in an emergency room, and nobody there speaks your language. You call 1577-1366 and ask for interpretation. The counselor stays on the line while you speak to the person in front of you, and translates between you. The published list names six places where this is offered.

    The same service covers communication inside the family, which is listed separately from the six settings above. Both run on the main number, around the clock.

    When you can call, and in which language

    365 days a year, 24 hours a day. There is one condition attached to that, and it is easy to miss.

    Outside Seoul, evenings route differently
    The center lists seven regional offices: Seoul (Hapjeong), Suwon, Daejeon, Gwangju, Busan, Gumi and Jeonju. All seven answer on the same number, 1577-1366. Outside Seoul, calls placed after 18:00 are routed automatically to the main line.

    The line is answered by counselors who specialize in support for migrant women, working in fifteen languages.

    Fifteen languages at three in the morning is unusual. The immigration line, 1345, carries more languages during the day but drops to Korean, English and Chinese after 18:00, and closes at weekends. That difference is the practical reason to know both numbers.

    Talking to a lawyer

    The center runs legal consultations through the Korean Bar Association (대한변호사협회). The schedule is narrow, so it needs planning rather than a call in the moment.

    · By advance booking. Arrange it on 1577-1366 before the day.

    Interpretation runs through the same center, so the language you booked in is the language the consultation happens in.

    Other ways to reach them

    The phone is the fastest route, and three others exist.

    · Online. The one-to-one counseling room on the Danuri portal, www.liveinkorea.kr.
    · A counselor comes to you. Arranged by agreeing a time with the center.
    · You go to them. In person at the center, by appointment.

    For classes, childcare and ongoing family services rather than an urgent problem, a family center is usually the better first stop. The Danuri portal lists 229 family centers (가족센터) across the country, searchable by province and district.

    The law built this center around marriage immigrants and multicultural families. Students, workers on employment visas, posted staff and their families fall outside that description, and other services exist for them.

    City-run helplines are the third option, and they often take the questions the national lines will not, such as unpaid wages or a dispute at work. Which cities run one depends on where you live.

    The counseling and the interpretation are a public service, funded under the Multicultural Families Support Act. You pay only what your own phone plan charges for the call itself.

    1577-1366 runs 365 days a year, holidays included. The immigration line 1345 does not open at weekends. Outside Seoul, evening calls to 1577-1366 route to the main line rather than to the regional office.

    Which helpline to call depends on the day, on the problem, and on where you are. For immigration paperwork on a weekday, call 1345. For unpaid wages, a workplace injury or a hospital visit in Ansan, call 1644-7111, the Ansan Migrant’s Counseling Support Center (안산시외국인주민상담지원센터). At the weekend or late at night, call 1577-1366, which runs every day of the year.

    Three different bodies run these lines and their opening hours barely overlap, which is why the day of the week decides as much as the question does. All three are free, and all three work through an interpreter. This guide sets the three side by side, then covers the Ansan line in detail.

    Three bodies run three free lines, and each answers a different kind of question. The Ministry of Justice runs 1345 for immigration matters. Ansan City runs 1644-7111 through a welfare corporation called Gangmul (사단법인 강물). The Ministry of Gender Equality and Family runs 1577-1366, the Danuri Call Center (다누리콜센터), through the Korean Institute for Healthy Family.

    Read the evening row carefully. The immigration line stays open until 22:00, but after 18:00 it drops to three languages. If your language is Vietnamese, Uzbek, Nepali or Thai, a call to 1345 after work will not reach an interpreter in your language. The Danuri line keeps all 15 of its languages around the clock.

    The Ansan line asks you to choose a language yourself. Dial 1644-7111, wait, then press the number for your language. Several languages share one number, and the operator sorts it out once you are connected.

    When you can call

    The Ansan schedule is built around factory shifts rather than office hours. Friday and Saturday are closed, and Sunday is a full day that runs an hour later than the rest.

    Sunday is the point of the Ansan arrangement. It is the one day when a person on a six-day shift can reach a city service in their own language and speak to someone who can take the case further. On a public holiday, 1577-1366 is the line that stays open.

    Residence matters appear on both lists, and that is where the two helplines meet. The Ansan center can explain a residence question and interpret for you. It is not an immigration office, so an application still goes to the immigration office that covers Ansan.

    How to reach the center

    There are four ways in, and three of them do not require travel.

    Getting there is short. Take Seoul Subway Line 4 to Ansan Station, leave by exit 1, cross under the road, and walk about 400 meters along Bubu-ro. The building sits beside the public car park. The same building holds the health clinic that treats foreign residents free of charge, and the classrooms used for government Korean courses.

    The Danuri Call Center (다누리콜센터) on 1577-1366 runs 365 days a year, 24 hours a day, weekends and public holidays included. The Ministry of Gender Equality and Family runs it through the Korean Institute for Healthy Family. Its counselors are specialists in support for migrant women and multicultural families, and they work in 15 languages.

    What your employer can request

    Ansan City runs a second service that most people never hear about, because a person cannot apply for it. The on-site interpretation service (찾아가는 통역서비스) sends an interpreter to an organization, not to an individual.

    Ansan City states that the service is for public bodies, organizations that work with foreign residents, and businesses that employ foreign workers. If you need an interpreter for a meeting at work, ask your employer to apply.

    The language list is not the same as the helpline’s. Both cover 14 languages, but the two lists differ at the edges, so check which service covers your language before you ask for it.
